Come and visit the City of Hizu! The celebratory central of Kuyutha is sure to have something for you! Relax at the baths of Dragon’s Rest Bathhouse, where bathers bask in the rejuvenating power of Hizu’s natural ley lines, marvel at a piece of flesh from the Great Pit of Carne at the Lesser Pit of Carne (no legal relation to Carne Township), or learn about the long history of the Sapphire Dragon Knights from the plaques at the base of the Sapphire Fortress at the end of Lantern Street.
FACTIONS
Someone has scribbled short summaries of certain organizations in Hizu.
- Sapphire Dragon Knights: Governance (cops). Bad blood with the Shogunate (?) Blue armor. Hard to miss.
- Mercantile Union of Hizu: “Small business owner coalition with triangular organization.” Invite-only. Maybe useful for networking?
- Shogunate: The feds. Little to no presence in the city for some reason. Watch out for the “Jade Scythes,” although they should leave you alone if you’re not Imperial Army.
- Adventurer’s Guild: Temp agency for a… certain kind of person. Lots of jobs from Mercantile Union.
- Kitsu Group: Owns the White Fox. Encroaching on Mercantile Union routes of commerce. Trouble brewing.
HIZU FREE TRADE ZONE

…While the Siege of the Sapphire Fortress is recorded as a victory by the Imperial Army, records state that the Shogunate indeed suffered massive losses in trying to take over the City of Azuros (now the Unincorporated Municipality of Hizu). After several weeks of grueling siege from both land and sea, the Sapphire Dragon Knights came to an agreement with the Shogunate, accepting being a vassal state but not full annexation. This precarious balance of power eventually resulted in what is now called the “Hizu Free Trade Zone,” a complex entanglement of Shogunate and Hizu law that limits the jurisdiction of the Shogunate in the city proper, while enforcing certain trade agreements detailed in…
